I think that it is cheap in the accommodation which is not a dormitory.
A good cousin is a 15 minute walk from the Old Port and Central Bus Stop, and there are several supermarkets and kiosks nearby. There is air conditioning, TV and refrigerator in the room. Free instant coffee and mineral water in the hall.
Disadvantages include payment prepayment by remittance (which seems to be negotiable) and staff waiting at check in / out. It tends to be after, but after the shower it's in the bathroom.
